Kenya's Access to Government Procurement Opportunities (AGPO) programme is one of the most powerful tools available to youth-owned, women-owned, and PWD-owned businesses — yet most eligible companies are not using it. Recent data from UN Women shows that women-owned businesses accessed only 18.1% of public contracts in Kenya, far below the 30% constitutional mandate. The opportunity gap is enormous, and most of it comes down to lack of awareness and a belief that the process is complicated.

What is AGPO Kenya?

AGPO (Access to Government Procurement Opportunities) is an affirmative action programme launched in October 2013 by President Uhuru Kenyatta. It is grounded in Article 227 and Article 55 of the Constitution of Kenya, 2010, and is implemented through the Public Procurement and Asset Disposal Act, 2015.

The programme legally requires all government entities — national ministries, county governments, state corporations, and public universities — to set aside at least 30% of their procurement budget exclusively for businesses owned by:

  • Youth (persons aged 18–34 years)
  • Women
  • Persons with Disabilities (PWDs)

These reserved tenders cannot be bid on by general businesses. Only AGPO-certified suppliers compete in this category, dramatically reducing competition and improving your odds of winning.

Who Qualifies for AGPO Certification?

To qualify, your business must be:

  • At least 70% owned by youth, women, or PWDs (or any combination)
  • Registered in Kenya (sole proprietorship, partnership, limited company, or cooperative)
  • Tax compliant (valid KRA PIN and Tax Compliance Certificate)
  • A legitimate operating business — not a shell company created only to access AGPO

If you are a woman who owns 70% or more of your company, you qualify for the women's category. If you are under 35 and majority shareholder, you qualify for the youth category. You can qualify under multiple categories if applicable.

How to Register for AGPO Certification — Step by Step

Step 1 — Visit the AGPO Portal

Go to agpo.go.ke. This is the official portal managed by the National Treasury. Registration and certification are completely free.

Step 2 — Create an Account

Click 'Register as Supplier' and enter your business email, KRA PIN, and business name. The system will verify your KRA PIN against iTax records. Ensure your KRA records match your business registration documents exactly.

Step 3 — Complete the Online Application

Fill in your business details: type of business (youth/women/PWD), business category, annual turnover, number of employees, physical address, and bank details. Be accurate — PPRA audits AGPO registrations regularly and false declarations result in debarment.

Step 4 — Upload Required Documents

Upload clear, legible scans of all mandatory documents (detailed in the next section).

Step 5 — Await Verification

AGPO applications are reviewed by the National Treasury's AGPO secretariat. Approval typically takes 5–14 business days. You will receive a certificate of AGPO registration valid for 3 years, renewable before expiry.

Documents Required for AGPO Registration

  • Certificate of Incorporation or Business Registration Certificate
  • KRA PIN Certificate
  • Valid Tax Compliance Certificate (not expired)
  • CR12 Form — proving the ownership structure (showing the qualifying owner/s hold ≥70%)
  • National ID copies of all directors/owners
  • Business permit
  • Bank account confirmation letter or bank statement
  • For PWD category: NCPWD (National Council for Persons with Disabilities) registration certificate

Tip: The CR12 is the document AGPO reviewers scrutinize most carefully — it must clearly show the qualifying individual/s hold the majority stake. If your CR12 is outdated, get a fresh one from the Companies Registry on eCitizen before applying.

Types of Tenders Reserved Under AGPO

AGPO procurement is spread across all sectors of government spending. Common categories include:

  • Supply of office consumables and stationery
  • Catering and hospitality services
  • Cleaning and sanitation services
  • Security services
  • ICT equipment supply and maintenance
  • Minor construction and renovation works
  • Transport and logistics
  • Training and capacity building
  • Printing and publishing

High-value, technically complex tenders (major infrastructure, specialized equipment) are generally not set aside under AGPO, but the reserved category covers a vast range of routine government spending.

How to Find AGPO-Reserved Tenders

Once certified, you can find AGPO tenders by:

  • Filtering by 'AGPO' on the PPIP portal at tenders.go.ke
  • Checking individual ministry and county government websites
  • Subscribing to MyGov weekly (published every Tuesday, covers AGPO notices)
