Category A: Mandatory Compliance Documents (Required for Almost Every Tender)
These documents establish that your business is legally registered, tax-compliant, and eligible to contract with government. Missing any of these means instant disqualification.
- ✅ Certificate of Incorporation / Certificate of Business Registration — Certified copy
- ✅ KRA PIN Certificate — Company or individual PIN
- ✅ Tax Compliance Certificate (TCC) — Valid, not expired. Check expiry date the day you submit.
- ✅ CR12 Form — Current (less than 3 months old), showing all directors and their shareholding
- ✅ Single Business Permit / County Business Permit — Current year
- ✅ National ID copies of all directors (certified)
- ✅ Signed Form of Tender — The official form included in the tender document, completed in full
- ✅ Signed Confidential Business Questionnaire (CBQ) — Included in every PPRA tender document
- ✅ Declaration of Non-Debarment — Confirming your business has not been debarred by PPRA
Category B: Financial Documents
These demonstrate your financial capacity to execute the contract.
- ✅ Audited financial statements for the last 2–3 years (signed by a certified auditor)
- ✅ Bank reference letter — Issued by your bank, confirming your account and creditworthiness
- ✅ Tender Security / Bid Bond — Only if specified. Amount and form (bank guarantee or insurance bond) must match the Tender Data Sheet exactly.
- ✅ Proof of minimum turnover (if specified) — Usually evidenced by audited accounts or bank statements
Category C: Technical Documents
These demonstrate your capacity, experience, and qualifications to deliver.
- ✅ Company Profile — 2–4 pages covering: business overview, services/products, key personnel, past projects
- ✅ List of Similar Contracts — Table of comparable past projects with: client name, contract value, duration, contact person
- ✅ Reference Letters / Completion Certificates — From at least 3 past clients confirming satisfactory delivery
- ✅ CVs of Key Personnel — Especially for service/consultancy tenders; match to the qualifications specified
- ✅ Equipment / Plant / Vehicle Lists — For works and logistics tenders; include ownership or lease proof
Category D: Sector-Specific Certifications
Add these only if specified in the tender:
- NCA (National Construction Authority) Certificate — For construction works tenders. Grade must match the contract value.
- ERB (Engineers Registration Board) Certificate — For engineering consultancy
- KEBS Quality Mark — For manufacturers supplying standardised goods
- NEMA Environmental Impact Assessment Certificate — For tenders with environmental components
- ISO Certifications — ISO 9001, 14001, 45001 as specified
- PPB (Pharmacy and Poisons Board) Licence — For medical/pharmaceutical supply
Category E: AGPO Documents (AGPO-Reserved Tenders Only)
- ✅ Valid AGPO Certificate — From agpo.go.ke, must be current (3-year validity, renewable)

Document Management Best Practices
